Management Team

MBI boasts of an array of accomplished clinical and non-clinical healthcare professionals, which is the key to our unsurpassed premium services delivery. Our management team includes the following individuals:

Charles Avery, MS, LICSW - CEO, Mental Health Division
Mr. Avery is a Program Manager (Executive-Level) with over 35 years of experience in behavioral health treatment in private, non-profit and public areas with focus on program management and development, clinical supervision, and contract management. As the CEO of the Mental Health Division, Mr. Avery is responsible for directing all the services of the Mental Health Division of the firm, including the Free Standing Mental Health Clinic and Core Services Agency Operations. His duties also include the following:
  • Overseeing, directing, planning and coordinating the daily operations, programs, services, staff and responding to MBI's Board of Directors;
  • Establishing and monitoring operating policies and revise policies from time to time to enhance currency, adaptability and relevance;
  • Ensuring that treatment and care of consumers are consistent with all applicable regulations and standards;
  • Ensuring availability of sufficient resources; and representing the Free Standing Mental Health Clinic and Core Services Agency in scheduled and all necessary meetings called by the Department of Mental Health and any other relevant external stakeholders.


Territa Wilkinson, MS – CEO, Developmental Disabilities Division
Ms Wilkinson holds a masters degree in Health Services and is a qualified intellectual Developmental Professional. She has managed large developmental disabilities programs including those involving Day Habilitation, Supported Living, Respite, Host-home, Behavioral Support, and In-home Support services.
She has implemented and managed D.C. Child and Family Services programs, and supervised over 100 staff while coordinating services with case managers, social workers, doctors, nurses, parents, attorneys, court systems, and other stakeholders. Additionally, she is a Certified Medical Assistant, a Certified Incident Management Coordinator, and a Trained Medication Specialist

Clarence Brown, Ph.D. – Advisor to MBI Board of Directors Dr. Clarence Brown is currently also a Senior Human Resources Advisor to the Office of Human Resources, Metropolitan Washington Airports Authority (MWAA). He previously served as Executive Director, District of Columbia Office on Aging, Executive Service [Cabinet Level Appointment]. Dr. Brown was also formerly the Director of the Family and Community Resource and Research Center (Baker's Dozen, 1511 Fourth Street, NW), School of Social Work, Howard University, Washington, DC.

Dr. Brown obtained his Ph.D. in Political Science/Public Administration & Public Policy from the University of North Carolina, Chapel Hill, North Carolina. Dr. Brown has won numerous awards and honors including:

  • Who's Who In American Colleges and Universities
  • UNC Board of Governors Doctoral Study Award
  • Kellogg National Fellow
  • Outstanding Service Award


Jean-Joel Villier, M.D., Diplomate, American Board of Psychiatry and Neurology – Medical Director
Dr. Villier has over 18 years of experience working as a psychiatrist in both public and private healthcare institutions. At Howard University Hospital – Mental Health Clinic, he served in various capacities including: Acting Director; Instructor at the College of Medicine Psychiatry Department; and Chairperson – Quality Assurance and Improvement.

He also served as Consulting Psychiatrist at Providence Hospital and Greater Southeast Community Hospital, both in Washington, DC. Dr. Villier served as Staff Psychiatrist at Perry Point Veterans Affairs Medical Health Center System. He presently also serves as an Attending Psychiatrist at St. Elizabeth's Hospital in the District. Dr. Villier obtained Clinical Research experience in various medical institutions including the University of Texas Health Science Center, and the University of California, San Diego.

Terry L. Jarrett, M.D. - Medical Director
Dr. Jarrett has over 20 years of experience in psychiatry. She is Pediatrician and Adult and Child Psychiatrist with special interests in ADHD, working with families, women/mothers, psycho education and behavior management. She has worked in a variety of psychiatric settings and been fortunate enough to gain in-depth experience and perspective of the illnesses and conditions that affect mental health patients and their families. She also enjoys teaming with grassroots organizations that struggle to help troubled families function in the community.

She previously served as Medical Director of Universal Healthcare Services in the District, where she provided psychiatric evaluation and medication management for children and adults. She also participated in team treatment planning for clients. Furthermore, she developed and implemented policies, procedures and best practices, ensuring a consistent level of quality of care offered to patients.
Dr. Jarrett's prior professional experience also includes positions such as: Attending Psychiatrist, Psychiatric Institute of Washington; Consulting Psychiatrist, Residential Placement Unit, CYSA, Washington, D.C.; Emergency Psychiatric Staff Physician, DC General Hospital; ADHD Consultant, Family Preservation Services, Washington D.C.; and, Assistant Clinical Professor of Psychiatry and Behavioral Sciences, George Washington University School of Medicine.

Richard Olowomeye, Ph.D. – Director of Corporate Compliance – Mental Health Division
Dr. Olowomeye, as the Corporate Compliance Director of the Mental Health Division, has the responsibility and authority to implement and oversee the operation of the Corporate Compliance Plan. Dr. Olowomeye previously served as the CEO of the Mental Health Division. Prior to that, he worked as a Health System Specialist with the D.C. Department of Mental Health (DMH), Office of Accountability, Division of Certification for over 18 years. Dr. Olowomeye's expertise also includes serving as Risk Management Specialist with the D.C. Local Government, Commission on Mental Health Services, Office of Quality Improvement for four years.

Mollie Salpeter, MSW, LICSW - Clinical Director, Mental Health Rehabilitation Services (Core Service Agency Program)
Ms. Salpeter serves as the Clinical Director of MBI Health Services, LLC's Core Service Agency program. She is a LICSW and community development professional with more than six years of community and international HIV/AIDS advocacy and mental health experience. She has a strong background in mental health, HIV/AIDS advocacy and case management
Ms. Salpeter's expertise includes:
  • Completion of bio-psycho-social mental health assessments
  • Development and execution of individual treatment plans
  • Individual mental health and substance abuse counseling
  • Education and advocacy for HIV/AIDS on a local and international level
  • Management of large client base and development of resources
  • Facilitation of group therapy sessions
  • Implementation of research projects and statistical data analysis
  • Grant and proposal writing on international level
  • Project development and financial planning

Ms. Salpeter has worked with several large mental health and social service organizations including Community Connections, Inc., Washington, D.C.; American Jewish World Service Volunteer Corps; and Family and Medical Counseling Services, Inc. She is also currently an advisory board member for Inspired Consulting Group, which develops marketing strategies and provides clinical insight for trainings and staff development programs for social workers.

Thomas Waters, B.Sc., CRC - Project Director, RSA Vocational Services Program
Mr. Waters is the Program Director of MBI's Rehabilitation Services Administration (RSA) Vocational Services program. He has over 25 years of experience in workforce development, including serving over 10 years as a Rehabilitation Specialist at the DC Department of Human Service/Rehabilitation Service Administration. Mr. Waters is very passionate about providing wrap-around and direct services to unemployed, underemployed, dislocated workers, offenders, TANF recipients in the District of Columbia. He has also recently served as a Workforce Developer at ResCare, Inc. (Arbor Education & Training).

His responsibilities have included: providing workforce development services to prepare, place and sustain TANF customers on jobs in the Washington Metropolitan area; providing employment counseling/guidance; creating and continuing to develop employment partners; reviewing data entered into CATCG II reporting system; supervision of case managers; and participating in nationally organized workforce conferences to promote program quality. He also reviewed program weekly and monthly reports to ensure completeness and accuracy. Mr. Waters also provided direct guidance on the employment/training related programs targeting at risk populations and underserved individuals and families

Thomas Moore, MHS, CAC II - Community Outreach Program Manager, Mental Health Division
Mr. Moore is a well-rounded, experienced professional in the field of behavioral health with more than 18 years of experience working with community based, non-profit and government agencies. Mr. Moore's career focus has been on addictions counseling, case management, reproductive health, advocacy for people affected and infected with HIV, and mental health services (particularly co-occurring disorders).

He is cross-trained in both mental and public health issues; and he has a clear understanding of the complexity that accompanies co-occurring disorders among the homeless and other at-risk populations. He has completed several DEBI's sponsored by the Center for Disease Control (CDC), and he served as Program Manager for an HIV Prevention Program. He has worked to maintain current trends in performance-based best practices. Mr. Moore is responsible for coordinating all mental health services. He also has responsibility for business development and maintaining fruitful relationships with our strategic partners. Mr. Moore helps ensures that all staff and volunteers implement services that are accountable to consumers and achieve positive outcomes on their behalf.
